Nemonoor: a National Hub for Artificial Intelligence

Norway is a large country in terms of land area, but it has a relatively small and dispersed population. People live and work across the entire country, which results in a strong public sector and an industrial structure where more than 99% of all businesses (around 200,000) are SMEs with fewer than 100 employees. These SMEs employ 70% of the workforce and account for half of Norway’s value creation.
Norway’s national digital infrastructure is well-developed, and Norwegian citizens are mature users of digital technologies. There is a high level of trust between the public and government authorities at various levels. The public sector is multidisciplinary, spans many areas of society, and is by far the most important purchaser of products and services from private companies.
The various institutions, ministries, and agencies may be relatively autonomous and independent in terms of organizational design and objectives. This can affect how and to what extent AI is used to address complex societal challenges and meet citizens' service needs.
The public sector has a large and important role in providing high-quality services that make everyday life easier for citizens. This work involves a high degree of digitalization and automation, which in turn fosters a growing startup ecosystem among companies focusing on AI and related technologies.
Norway’s relatively high cost levels make it especially important to leverage the benefits of digitalization and automation across all domains and sectors. Many companies still lack the technical expertise to integrate AI into their business processes, decision-making, and value chains. Due to the shortage of AI expertise and the required investments in established business areas, many companies face significant challenges in international markets as industries elsewhere become increasingly digital.
Norway has joined the major European initiative – DIGITAL EUROPE – to help ensure that AI and other advanced digital technologies enhance the competitiveness of both private and public sector organizations.
